Google Ads in the UAE, Saudi Arabia & GCC

How to run Google Ads for every major GCC industry

Google Ads is not one tool, it is six, and each moves a different kind of buyer. This hub breaks down the full campaign-type toolkit, Search, Performance Max, Demand Gen, Video, Display and Shopping, and applies it industry by industry across the Gulf, with real regional costs, campaign structures and sample media plans.

The opportunity

Google Ads is where GCC demand is captured, and increasingly where it is created.

The Gulf is one of the fastest-growing digital advertising regions in the world, with total GCC digital ad spend estimated in the high single-digit to low double-digit billions of dollars heading into 2026 and growing at double-digit rates, well above the global average. Saudi Arabia is the largest single market, driven by Vision 2030 and a young, highly-connected population, while the UAE is the most competitive and highest-cost. Search sits at the centre of this: the large majority of online journeys still begin with a query, and Google captures that intent at the exact moment of decision. But modern Google Ads reaches far beyond search, spanning YouTube, Display, Gmail, Maps and Discover, which lets it both capture existing demand and manufacture new demand. That range is why it belongs at the core of almost every GCC industry’s media mix.

The toolkit

Four jobs, six campaign types

The reason Google Ads suits so many industries is that its campaign types map cleanly onto the whole funnel. Every industry playbook in this hub uses the same toolkit, tuned to that industry’s buyer. Here is the toolkit at a glance.

Capture demand Search & Shopping When someone in the Gulf searches for exactly what you sell, Search and Shopping ads put you at the decision point. This is the highest-intent traffic Google offers, the people who are ready now, and for most industries it is where paid search earns its keep first. The most ready-to-act traffic on the internet See the roadmap → Convert efficiently Performance Max Performance Max uses Google’s AI to chase conversions across every Google surface, Search, Shopping, YouTube, Display, Gmail, Maps and Discover, from a single campaign. Fed the right assets, audience signals and conversion goals, it finds buyers wherever they are and is the workhorse of modern Google Ads. One campaign, every Google surface See the roadmap → Create demand Demand Gen & Video Not everyone is searching yet. Demand Gen and YouTube video ads manufacture interest among people who do not yet know they want what you offer, building awareness and demand visually across YouTube, Shorts and Discover, which is essential for launches, new categories and awareness-led industries. Reach the audience before it searches See the roadmap → Re-engage Display & remarketing Most people do not convert on the first visit. Display and remarketing bring back the visitors who left without acting, following them across the web at low cost until they return and convert. It is often the cheapest and most efficient conversion source in the whole account. The cheapest conversions are re-engaged ones See the roadmap →

The six levers in full

How the campaign types move a GCC buyer from stranger to customer

Every industry playbook in this hub is built on the same six levers, applied to that industry’s buyer and budget. Search captures the high-intent queries people already type, the readiest demand there is. Performance Max drives conversions across all of Google’s surfaces at once using its AI, the modern default for efficiency. Shopping and industry-specific formats, Hotel ads, Vehicle ads, Local campaigns, put products, rooms, cars or storefronts directly in front of searchers. Demand Gen creates new demand visually across YouTube, Shorts, Discover and Gmail for people not yet searching. Video and YouTube build the awareness that fills the top of the funnel. And Display and remarketing re-engage the majority who leave without converting, cheaply. The art is choosing the right mix for the industry: lead-generation industries lean on Search and Performance Max, while launches and awareness-led categories lean on YouTube and Demand Gen. The chart below maps the six levers to the funnel.

Questions

Google Ads in the GCC, answered

Is Google Ads worth it in the GCC?

For most industries, yes, because Google Ads captures demand at the exact moment of intent, when someone in the UAE, Saudi Arabia or the wider Gulf is actively searching for what you sell, and it does so in one of the fastest-growing digital ad markets in the world. The large majority of online buying journeys still begin with a search, so Search and Shopping ads put you at the decision point for the readiest buyers, while Performance Max, Demand Gen, YouTube and Display let the same platform also create demand and re-engage people who did not convert. The main caveat is that costs and competition vary sharply by market and industry, the UAE and sectors like real estate and finance are expensive, so Google Ads is worth it when the campaign structure, targeting and landing pages are built properly for the specific industry and market, which is exactly what the playbooks in this hub cover.

How much do Google Ads cost in the UAE and Saudi Arabia?

Costs vary widely by industry, market and campaign type, so any single number is misleading, but some directional ranges help. Average cost-per-click across the GCC commonly falls in the region of a dollar to a few dollars, with high-competition industries such as real estate and finance running far higher, into the tens of dollars per click in the UAE specifically, while lower-competition consumer categories and awareness formats sit much lower. YouTube and Demand Gen are typically far cheaper on a cost-per-view or cost-per-thousand-impressions basis than Search is per click, which is why they suit awareness. The UAE is generally the most expensive GCC market, Saudi Arabia the largest by volume, and Bahrain and Oman the most efficient. Each industry playbook in this hub gives specific, current regional cost benchmarks for that sector rather than a blanket figure.

Which Google Ads campaign type should I start with?

For most GCC businesses the right starting point is Search, because it captures the people already looking for what you offer and therefore delivers the highest intent and the clearest early return, which builds confidence and conversion data. Performance Max is usually the strong second campaign, since it uses Google’s AI to find conversions across every Google surface and, once it has conversion data to learn from, becomes the efficient workhorse of the account. Awareness and demand-creation formats like YouTube and Demand Gen typically come next, once the demand-capture layer is working, and are especially important for launches, new categories and awareness-led industries. The exact right starting mix depends on the industry and its funnel, which is why each playbook in this hub recommends a specific sequence rather than a one-size-fits-all answer.

Google Ads or Meta, which is better in the GCC?

They do different jobs and the strongest GCC accounts usually run both. Google Ads excels at capturing existing demand, the high-intent moment when someone searches for a product, service or solution, and increasingly at converting and re-engaging across its surfaces, which makes it the natural home for demand capture. Meta, primarily Instagram, offers the largest paid reach in the Gulf and excels at creating demand visually and targeting by interest and behaviour, which makes it strong for discovery, brand and awareness. Rather than choosing one, most industries should use Google to capture the demand that exists and Meta to create demand that does not yet, with the split shifting by industry: high-intent, search-heavy categories lean Google, while visual, impulse and discovery-led categories lean more on Meta. The industry playbooks here focus on getting the Google side right within that wider mix.

Do I need to run Google Ads in Arabic?

In most GCC markets, running Arabic alongside English materially improves results, because a large share of the audience, and the majority in Saudi Arabia specifically, searches and engages in Arabic, so Arabic keywords, ad copy and landing pages reach demand that English-only campaigns simply miss. The right approach is usually bilingual: Arabic and English campaigns or ad variants, with the language of the ad matched to the language of the search and, crucially, to the language of the landing page, since an Arabic ad that lands on an English page breaks the experience. The balance between the two languages shifts by market and audience, with Saudi Arabia skewing more heavily Arabic and the UAE more mixed given its large expatriate population. Each playbook notes where bilingual execution matters most for that industry.

How much budget do I need to start with Google Ads?

There is no universal minimum, but the practical answer is enough to gather meaningful conversion data in your industry’s cost environment, which in higher-cost GCC markets and sectors means a larger starting budget than in cheaper ones. The key principle is that Google’s AI-driven campaign types, particularly Performance Max, need a steady flow of conversions to learn from, so a budget too small to generate them will underperform regardless of setup. Rather than a flat figure, the sensible approach is to start with enough to run a focused Search campaign on your highest-intent terms plus a Performance Max campaign, prove return, and then scale, adding awareness and demand-creation layers as the budget grows. The industry playbooks in this hub include sample monthly media plans, typically framed around an AED or SAR 25,000 budget split across campaign types, to show how a realistic starting budget is allocated for that specific industry.
